A data-centre site is not selected by acreage and a nearby transmission line. The real-estate decision must connect an exact load profile with the correct distribution, transmission or behind-the-fence pathway; generation and fuel strategy; cooling and water requirements; fibre diversity; land, access and environmental evidence; municipal approvals; construction schedule; and the operating resilience the end user requires. Each workstream needs its own source, status, decision owner and expiry date.

1. Define the end-use requirement before searching
Document the operator, compute use, proposed IT load, total facility load, initial and ultimate megawatts, ramp profile, phases, power quality, uptime objective, redundancy topology, backup duration, cooling architecture, water intensity, heat-reuse concept, fibre, security and target energization.
A generic '100 MW requirement' is not enough for system or property review. AESO's current transmission-connected data-centre work addresses load behaviour including voltage and frequency sensitivity, ramp rates and intermittency; qualified electrical and grid professionals must define the project-specific profile.

2. Establish the legal and physical site perimeter
Confirm every title, legal description, parcel, acreage, owner, option or other control right, municipal jurisdiction, access, easement, transmission or utility corridor and land component needed for buildings, substations, generation, fuel, cooling, stormwater, setbacks and expansion.
A broker pin, conceptual boundary or neighbouring facility does not establish site control, available rights or the area required by the final infrastructure design. Keep owned, optioned, licensed and third-party land distinct.
3. Determine the actual electrical pathway
Ask the distribution facility owner and AESO-facing project team whether the demand is being evaluated through distribution, transmission, behind-the-fence or another defined arrangement. Identify the market participant, DFO, TFO, generation owner and contractual counterparties.
Proximity to a substation, transmission line, generator or pipeline is not an offer of service. A requested load, accepted intake item, project-list entry, study or allocation step is not energized capacity.
4. Build generation and fuel as separate projects
If onsite or associated generation is proposed, identify technology, owner, site, natural-gas or other fuel supply, interconnection, emissions, noise, water, approvals, construction, operating responsibility and contingency supply. Alberta's current investor guidance identifies AUC power-plant approval and AESO system access among possible requirements.
Calling a site off-grid, self-powered, co-located or behind the fence does not prove regulatory status, islanding ability, fuel availability, reliability, price or independence from the interconnected system. The appropriate regulatory, engineering and legal teams must define the architecture.
5. Verify cooling, water and environmental constraints
Translate the selected cooling system into source, volume, quality, seasonal, treatment, storage, discharge, blowdown, wastewater, stormwater and emergency requirements. Search current Water Act and EPEA authorizations and obtain site-specific professional work.
A nearby river, aquifer, municipal main, wastewater plant or existing authorization does not establish a new allocation or connection. Alberta's strategy promotes sustainable cooling but does not approve a particular project's water source or environmental pathway.
6. Prove fibre, access and construction logistics
Obtain carrier-specific route, capacity, diversity, entry, easement, timing and commercial evidence. Map heavy-haul access, bridge and road constraints, construction laydown, crane movement, emergency response, workforce travel, snow, drainage and phased site security.
Fibre on a map can share a duct, bridge, carrier dependency or common failure point. A highway-facing site is not construction-ready until legal access, approach approval and vehicle performance are verified.
7. Map municipal and provincial approvals
Confirm current land use, discretionary or permitted status, development permit, subdivision, building and safety-code permits, electrical, gas and plumbing work, fire protection, noise, lighting, generation, grid connection, environment and consultation requirements for the actual project.
Alberta states data-centre projects require project-specific applications and approvals. Economic-development support, a municipal resolution, zoning, an AESO milestone or one issued permit is not approval of the complete facility.
8. Price land against the full delivery schedule
Build a gated schedule for site control, diligence, power pathway, studies, agreements, generation, fuel, water, fibre, municipal approvals, procurement, construction, commissioning and staged energization. Assign cost, security, contribution, cancellation and long-lead assumptions to evidence.
AESO states that certain staged energization dates are outside dates rather than target dates. Do not present a project-list or contract date as a guaranteed in-service date; obtain the current project-specific record.
9. Keep brokerage claims within verified evidence
Commercially can identify Alberta land, coordinate owner evidence, manage qualified inquiries and compare real-estate alternatives through the licensed brokerage. Marketing should state the source and date of every power, water, fibre, gas, approval and schedule claim.
Commercially does not allocate megawatts, conduct grid or electrical engineering, obtain utility or regulatory approvals, certify data-centre feasibility, arrange power supply or guarantee service, cost, uptime, tax treatment or energization.
